Tracking someone down

Hello,

I'm trying to track down an old friend in
Jonan-Ku Fukuoka City.

Anyone know the best way to track someone down?
I'm currently living in the States, so i can't just go to the old address.
I know there are "find someone" sites.. but I just don't see any for Japan.
